I happened to notice that Senator Kay Bailey Hutchison (R-TX) gave a speech at the 2009 National Cable and Telecommunications Association (NTCA) show on April 2nd, just as the news about the Time Warner usage caps was spreading.
She told the audience [...] that she would resist efforts to mandate a la carte and network neutrality, but warned that unless the industry wanted Congress to get involved in retrans negotiations, it needs to try and avoid high-profile disputes.
With that in mind, I wrote her a letter, expressing my view that the Time Warner usage caps are an attempt to block a free market in TV programming, and prop up the cable company’s expensive video service.
